On March 13, 2023, the year that marks the start of the across-the-board implementation of the guiding principles of the 20th CPC National Congress, the 2023 "Two Sessions" (the National People's Congress and the Chinese People's Political Consultative Conference) were wrapped up.

At the closing meeting of the first session of the 14th National People's Congress, Chinese President Xi Jinping delivered an important speech. His call for efforts to "make achievements on the new journey that answer the call of our times and history and meet the expectations of our people" and "complete building China into a great modern socialist country in all respects and advance national rejuvenation on all fronts" has met with warm and positive response among both participants and the public.

Liang Huqing, Secretary of the Party Committee and Chairman of GMC, said that GMC, as a Fortune Global 500 enterprise and a mainstay and vanguard in Guangzhou's urban construction, has been working hard with great enthusiasm since the beginning of 2023 to advance the high-quality development of Guangzhou. Over the past months, GMC has redoubled efforts to promote the construction of major projects, make strategic plans for developing markets inside and outside Guangdong Province, and recruit excellent management talents.

Liang Huqing said that GMC will focus on high-quality corporate development to keep developing and improving itself.

The first is to advance reform. GMC will strengthen the capital operation, promote the mixed ownership reform and strive to acquire and cultivate a listed company; improve corporate qualifications and ability and strive to obtain one to two special-grade qualifications and eight to ten first-grade qualifications in the year; carry out the "Management Improvement Action Based on World-class Standards" to build itself into a world-class urban construction operator.

The second is to expand markets. GMC will focus on developing regional markets outside Guangdong Province, promote joint venture cooperation or mergers and acquisitions especially in economically developed areas, neighboring provinces, and Xinjiang, and expand its markets.

The third is to strengthen innovation. GMC will beef up efforts to achieve breakthroughs in core technologies in key fields and move ahead with digital transformation; fully explore the driving forces and potentials of green and low-carbon technology innovation and promote the R&D and industrialization of new materials for energy conservation and environmental protection; rely on the prefabricated building industrial chain, strengthen the R&D of technologies and products, and enhance the core capability of equipment manufacturing.

According to Liang Huqing, while developing and improving itself, GMC will focus on Guangzhou's key tasks and development goals to contribute to the big picture.

The first is to undertake the investment and construction of major projects. GMC will participate in the construction of key and representative projects in various fields such as rail transit, airport reconstruction and expansion (Phase III), municipal utilities, industrial parks, new infrastructure, sewage treatment, water conservancy, affordable housing, rural revitalization, coordinated development of urban and rural areas, and Green and Beautiful Guangdong Campaign for ecological development.

The second is to play a greater role in the construction of Guangdong-Hong Kong-Macao Greater Bay Area and the development of Nansha District. GMC will participate in the development and construction of more major projects in Nansha District and carry out in-depth industry cooperation, give full play to its advantages as an "industrial chain chief", promote the agglomeration and growth of high-quality construction service enterprises, and further promote infrastructure connectivity in the Greater Bay Area.

The third is to take an active part in Guangzhou's urban renewal and transformation. GMC will give better play to its role as a mainstay and vanguard in Guangzhou's urban construction, play a greater role in the renovation of villages in the central urban area, key areas, and old residential communities in various districts, help with the comprehensive renovation of industrial clusters in villages and towns and logistics parks in the central urban area, and contribute to Guangzhou's improvements in its urban functional level and environmental quality.

"This year, under the leadership of the CPC Guangzhou Municipal Committee and the People's Government of Guangzhou City, GMC will thoroughly implement the guiding principles of the provincial and municipal high-quality development conferences, strive to achieve a 15% rise in revenue and profit, and contribute to the big picture of high-quality development," said Liang Huqing.
